  256. Overview:
  257.      The stable, prosperous economy features moderate growth, low
  258.      inflation, and negligible unemployment. Agriculture is based on small
  259.      but highly productive family-owned farms. The industrial sector, until
  260.      recently dominated by steel, has become increasingly more diversified,
  261.      particularly toward high-technology firms. During the past decade,
  262.      growth in the financial sector has more than compensated for the
  263.      decline in steel. Services, especially banking, account for a growing
  264.      proportion of the economy. Luxembourg participates in an economic
  265.      union with Belgium on trade and most financial matters, is also
  266.      closely connected economically to the Netherlands, and as a member of
  267.      the 12-member European Union enjoys the advantages of the open
  268.      European market.
